mainly a routing chip, which you can take multiple of and connect up in a grid like fashion, which then allows communication between the single chips.

Its meant as a companion chip to a preexisting chip that does analog emulation of brain inspired neurons / synapses, with the goal being to allow connecting multiple of these together to form bigger networks.
