(possible) good news: Nvidia's jetson nano can be had for 99$. It has 12 (in either 3 4-lane, or 4 3-lane configuration) MIPI CSI-2 lanes, capable of up to 1.5Gbit/s (including mandatory 8b10b overhead) each. The spec seems to allow the sender to choose a clock within a wide range from ~100MHz to 1.5GHz. I'm not sure how hard it would be to teach CSI to the fpga, but I'd guess it to not be that bad (it's

designed to be integrated onto webcam sensor dies. It can't be horrible.)

. The jetson has simulyaneous hdmi2.0 and dp1.4 output, video encoding/decoding hardware, and most importantly usb3 + PCIe2x4. The latter limits storage throughput to 2GB full-duplex, including 5~10% for PCIe headers and related overhead. This would mean maxing out the high-speed expansion ports for rrcording, while allowing high-resolution live-view. The compute module comes as a so-dimm, so integration

should be quite easy on a 6-layer board. There might be concerns about the tight coupling to another SoC though.
