for what purpose? the soft core can do at most 2000MIPS

the purpose of the arm is just to manage the device - Gbe, sd card, wifi, proxy to sd/wifi, whatever.. but not to touch the full raw video itself

it has pcie, so I would put the highspeed stuff on a pcie switch, which can handle 40G+

highspeed devices can talk to each other directly by dma, no need to go through root complex

one of the advantages here is, that the cpu can be a pcie device as well - so putting 2 slaves on a bus could do 1080p120 / 4k30, four twice of that.. it is easily scalable (thanks to pcie backplane)
