IRC is asynchronous. People reply when they are present. It might be hours before someone shows up

I'am facing a problem while downloading Xilinix vivado tool I never passed the form their is always an error even my data is accurate

I serched on the xilinix FAQ and found they are talking about correct infromation and US state or Canadian province.
